Il prend en compte les besoins physiques, intellectuels, sociaux et affectifs des mineurs qui ne peuvent se d\u00e9fendre conform\u00e9ment \u00e0 la loi en vigueur.<\/p><p>La R\u00e9publique d\u00e9mocratique du Congo (RDC) vit depuis des ann\u00e9es sous la tension des guerres et des conflits. Cela a signifi\u00e9 que de nombreux enfants sont laiss\u00e9s seuls face \u00e0 leur destin sans aucune protection de la part de leurs parents ou de l&#039;autorit\u00e9 comp\u00e9tente, malgr\u00e9 la pr\u00e9sence de Monusco. Les enfants congolais sont confront\u00e9s \u00e0 des situations difficiles qui m\u00e9ritent toute l&#039;attention de la communaut\u00e9 internationale.<\/p><p>Comme n&#039;importe quel pays, la RDC lutte pour que la propri\u00e9t\u00e9 soit un enfant mineur. Cependant, malgr\u00e9 les efforts d\u00e9ploy\u00e9s, de nombreux enfants continuent d\u2019\u00eatre maltrait\u00e9s, victimes de discrimination, accus\u00e9s de sorcellerie, infect\u00e9s ou touch\u00e9s par des maladies, notamment le VIH \/ sida ou faisant l\u2019objet d\u2019un trafic. Ils sont tr\u00e8s souvent priv\u00e9s de leurs droits aux soins de sant\u00e9 et \u00e0 l&#039;\u00e9ducation.<\/p><p>Pire encore, beaucoup vivent dans la rue, victimes d&#039;exclusion sociale, d&#039;exploitation \u00e9conomique, politique et sexuelle, tandis que d&#039;autres sont associ\u00e9s de force \u00e0 des groupes arm\u00e9s. L&#039;enfant est un \u00eatre en devenir. Il est donc vuln\u00e9rable et m\u00e9rite \u00e0 la fois attention et protection. Mais pendant la p\u00e9riode post-conflit, il est abandonn\u00e9 \u00e0 son triste sort, la protection dont il devrait b\u00e9n\u00e9ficier est pratiquement inexistante.<\/p><p>Apr\u00e8s le conflit, de nombreux enfants ont \u00e9t\u00e9 forc\u00e9s de quitter leur domicile, sont install\u00e9s dans d&#039;autres lieux et vivent dans des circonstances exceptionnelles, ce qui les conduit \u00e0 des actes de vandalisme, de prostitution, de d\u00e9linquance et de mariages pr\u00e9coces, sans parler des viols. certaines sont devenues filles-m\u00e8res.<\/p><p>Malgr\u00e9 les efforts des autorit\u00e9s congolaises et de la communaut\u00e9 internationale, l&#039;enfant congolais est expos\u00e9 pendant la p\u00e9riode d&#039;apr\u00e8s-conflit et ne b\u00e9n\u00e9ficie pas d&#039;une protection ad\u00e9quate.
